The Minister of Internal Affairs has issued Regulation No. 2 of 2016 on Child Identification Cards(“2016 Regulation”).The 2016 Regulation aims to improve the areas of data-collection processing, public services, and child protection and mandates that all parents of Indonesian children, as well as foreign-national parents living in Indonesia, secure Child Identification Cards (Kartu Identitas Anak –“KIA”) for their children. [1] To this end, the 2016 Regulation sets out various provisions which describe the requirements and procedures involved in securing a KIA, as well as the technical specifications of the KIA itself.The 2016 Regulation is of relevance to the general public, as well as to foreign citizens living in Indonesia.The Child Identification Card (KIA)The KIA is an official identification card for children under 17 years of age who have not yet married. The card is issued by regency/city level Residential and Civil Registration Service Offices (“Service Office”). [2] KIAs are mandatory for both children of Indonesian citizens as well as those of foreign citizens who are domiciled in Indonesia. [3] KIA for Indonesian CitizensTwo types of KIA can be held by Indonesian citizens, namely KIAs for children of under five years of age and KIAs for children of between five and 17 years of age.KIAs for children under five years of age are issued by the relevant Service Office when a parent applies for a birth certificate for one of their children. [4] However, children under five years of age who are already in possession of a birth certificate but who don't yet have a KIA will be issued with one after their parents/guardians have sent the following documents to the relevant Service Office: [5]
