In a bid to implement a more effective framework for the importation of horticultural products, the Ministry of Trade has issued Regulation No. 30/M-DAG/PER/5/2017 on Import Provisions for Horticultural Products (“Regulation 30/2017”). [1] Regulation 30/2017 updates a number of provisions which relate to the import of horticultural products and which were previously regulated under Ministry Regulation No. 71/M-DAG/PER/9/2015 [2] on Import Provisions for Horticultural Products (“Regulation 71/2015”). [3] Import RequirementsThe term, “Horticultural products” basically refers to all kinds of fresh or processed products produced from horticultural plants, including fruits, vegetables, herbal medicines, floriculture (including mushrooms, moss, aquatic plants which are classified as vegetables and/or aesthetic plants). [4] Regulation 30/2017 states that the various horticultural products which are specified under its Appendix may only be imported by the following parties (collectively referred to as “Eligible Parties”): [5]
