New Procedures and Requirements for the Procurement and Utilization of Biodiesel

The Ministry of Energy and Mineral Resources(“Ministry”)has issued Regulation No. 26 of 2016 on the Procurement and Utilization of Biofuel in the Form of Biodiesel for the Purposes of Financing by the Palm-Oil Plantation Fund Management Agency(“Regulation 26/2016”).Regulation 26/2016 is aiming to ensure better compliance with the mandatory utilization of biodiesel fuel, as well as an effective administration of biodiesel financing funds, by revising a number of provisions which were originally set out under Regulation No. 29 of 2015 on the same matters [1] (“Regulation 29/2015”), [2] including:
