The Ministry of Energy and Mineral Resources (“Ministry”) has issued Regulation No. 34 of 2017 on Licensing Within the Minerals and Coal Sectors (“Regulation 34/2017”) in a bid to improve the investment climate across said sectors. [1] For this purpose, Regulation 34/2017 unifies provisions which relate to licensing within the minerals and coal sectors, which were previously addressed under the following five regulations (collectively referred to “Former Regulations”): [2]
