The Minister of Agrarian and Spatial Affairs/Head of National Land Agency (“Minister”) has issued Regulation No. 5 of 2015 on Location Permits (“Regulation”). The stated aim of the Regulation is to improve the existing regulatory framework on location permits, namely Ministerial Regulation No. 2 of 1999 (“Previous Regulation”), which is considered obsolete and outdated.
