New Regulation on Contributions Made by Companies Operating Universal Postal Services

The Ministry of Communication and Informatics (“Ministry”) has issued Regulation No. 4 of 2017 on Mechanisms for Universal Postal-Service Management Contributions (“Regulation 4/2017”), which is as an implementation of Article 31 (2) of Government Regulation No. No. 15 of 2013 (“Regulation 15/2013”)on the Implementation of Law No. 38 of 2009 on Postal Services. [1] Article 31 (2) basically required further provisions to be formulated relating to the mechanism for the collection of contributions from companies (“Operators”) [2] engaging in universal postal-service management services (“UPS Contributions”) [3] .
