The Minister of Energy and Mineral Resources (“ Minister ”) has issued Regulation No. 11 of 2018 on Procedures for the Granting of Areas, Licensing and Reporting for Minerals and Coal-Mining Business Activities (“ Regulation 11/2018 ”) in a bid to unify the provisions which address these various minerals and coal-mining business activities, which were previously addressed under several regulations (collectively referred to as “ Previous Regulations ”), specifically:
