New Technical Guidelines Introduced for PSP: Business Expansions, Product Development and Vendor Engagements Now Subject to BI Approvals

The Department of Payment System Policy at Bank Indonesia (“ BI ”) has issued Technical Guidelines No. 1/JUKNIS/EKSTERNAL/DKSP/2026 of 2026 on the Regulation of the Payment System Industry (“ Guidelines 1/2026 ”), which establishes an operational and procedural framework for the national payment ecosystem. Broadly speaking, Guidelines 1/2026 will now apply to all Payment System Providers (Penyelenggara Sistem Pembayaran– “ PSP ”), which include Payment Service Providers (Penyedia Jasa Pembayaran/PJP), Payment Infrastructure Providers (Penyelenggara Infrastruktur Sistem Pembayaran/PIP) and their associated Support Providers (Penyelenggara Penunjang).
