With the ultimate goal of accommodating the utilization of non-pipeline natural gas, the Ministry of Energy and Mineral Resources (“ Ministry ”) has issued Regulation No. 4 of 2018 on the Utilization of Natural Gas by Downstream Oil-and-Gas Businesses (“ Regulation 4/2018 ”).
