One Framework for 80 Thousand Cooperatives: Regulation of the President Sets Out How Red and White Village Cooperatives Are Built, Financed and Run

The President has issued Regulation No. 82 of 2026 (“ Regulation 82/2026 ”) on the Governance of the Administration of Red and White Village/Urban Village Cooperatives (“ Cooperatives ”). This Regulation governs the Cooperatives national strategic programme, covering institutional and legal entity formation, land provision, risk-based business licensing (Perizinan Berusaha Berbasis Risiko– “ PBBR ”), financing, the construction of outlets and warehousing, procurement, the use of village assets, human resources, operationalisation, and monitoring and reporting.
