As background information, Indonesia has recently been affected by a serious outbreak of foot-and-mouth disease (penyakit mulut dan kuku– “ PMK ”) and, according to the Minister of Agriculture, the current outbreak has infected more than 40,000 cows across 17 Indonesian provinces. [1] In response, the Indonesian Government has initiated several measures aimed at mitigating the spread of the disease, including a PMK vaccination program [2] and various controls over the trafficking of animals that are considered vulnerable to PMK (“ Vulnerable Animals ”) to and from regions across the nation. [3]
