The Minister of Manpower and Transmigration (“Minister”)has issued Decree No. 707 of 2012 on Positions That can be Occupied by Foreigners in Air Transportation Business Sector (“Decree”). The Decree implements Article 42 (5) of Law No. 13 of 2003 on Manpower (“Labor Law”), which states that provisions on positions that can be occupied by foreigners will be regulated under a Ministerial Decree.
