Procedure for Toll-Road Businesses Initiatives by Business Entities Regulated

Through the issuance of Regulation of the Government No. 15 of 2005 on Toll Roads (“ Regulation 15/2005 ”), [1] the government allowed business entities which engage in the toll-road sector to initiate toll-road businesses. [2] However, the procedure for the determination of said toll-road businesses has not been promulgated under specific regulation until the Minister of Public Works and Public Housing (“ Minister ”) finally issued Regulation No. 23 of 2021 on the Procedure for the Determination of Toll-Road Businesses at the Initiative of Business Entities (“ Regulation 23/2021 ”).
