In a bid to strengthen domestic industries which are engaged in the production of cellular phones, handheld devices and tablet computers (collectively referred to as“Telecommunications Gadgets”), the Ministry of Industry (“Ministry”) has issued Regulation No. 29/M – IND/PER/7/2017 on the Provisions and Procedures Used to Calculate Domestic-Component Levels for Cellular Phones, Handheld Devices and Tablet Computers (“Regulation 29/2017”). [1] Prior to the issuance of Regulation 29/2017, these matters were addressed under Ministry Regulation No. 65/M – IND/PER/7/2016 (“Regulation 65/2016”). [2] In essence, this new regulation stipulates guidelines for the calculation and assessment of compliance with the mandated domestic component levels for Telecommunications Gadgets (Tingkat Komponen Dalam Negeri -“TKDN”) and addresses the following matters:
