Last year, the Minister of Health issued Regulation No. 5 of 2023 on Narcotics, Psychotropics and Pharmaceutical Precursors (collectively referred to as “ Products ”) (“ Regulation 5/2023 ”) in order to bring the applicable regulatory framework into line with current legal requirements, as well as scientific and technological developments. Regulation 5/2023 has been in force since 17 January 2023 [1] and merges five legal frameworks, which has consequently resulted in the repeal and replacement of the following five legal frameworks:
