In a bid to optimize the management of oil-and-gas working areas, the Minister of Energy and Mineral Resources (“ Minister ”) has issued Regulation No. 3 of 2019 on the Second Amendment (“ Second Amendment ”) to Regulation of Minister No. 23 of 2018 on the Management of Oil-and-Gas Working Areas during Final Cooperation Contract Periods (“ Regulation 23/2018 ”).
