PSN Smelter Projects Expanded: Integrated Alumina Hub in West Kalimantan to Enjoy Power Plant and Transportation Network Support

In 2021, Indonesia’s Coordinating Minister for Economic Affairs (“ Coordinating Minister ”) issued Regulation No. 7 of 2021 on the Amended List of National Strategic Projects (Proyek Strategis Nasional– “ PSN ”), which has been amended eight times in the intervening years, most recently through the issuance of Regulation of the Coordinating Minister No. 16 of 2025 (collectively referred to as “ Regulation 7/2021 ”). As its title suggests, Regulation 7/2021 updates the official list of PSN that was initially established under Regulation of the President No. 3 of 2016 on the Accelerated Implementation of PSN.
