Requirements and Procedures for the Organization of Incubation Clarified

The Minister of Cooperatives and Small and Medium Enterprises (“ Minister ”) has updated provisions that address norms, standards, procedures and criteria for the organization of incubation development (“ Organization of Incubation ”) through the issuance of Regulation of the Minister No. 14 of 2023 (“ Regulation 14/2023 ”), which has been in force since 11 December 2023. Previously, these matters were addressed under Regulation of the Minister No. 24 of 2015 (“ Regulation 24/2015 ”) and Chapter VI of Regulation of the Minister No. 3 of 2021 (“ Regulation 3/2021 ”). As a consequence of the issuance of Regulation 14/2023, Regulation 24/2015 and Chapter IV of Regulation 3/2021 (collectively referred to as “ Previous Regulations ”) are no longer applicable. [1] Nevertheless, already existing incubator programs may continue to be organized but should be brought into line with the various provisions set out under Regulation 14/2023 by a deadline of 11 December 2025.
