Seed Production Framework Revised: Self-Certification and Monthly Reporting Obligations

In 2021, the Minister of Agriculture (“ Minister ”) issued Regulation No. 23 of 2021 on Horticultural Seeds (“ Regulation 23/2021 ”), which broadly sets out various provisions that govern the production, certification and supervision of various activities that involve horticultural seeds. Regulation 23/2021 has also been serving as a follow-up to the mandate introduced under Regulation of the Government No. 26 of 2021 on the Organization of the Agricultural Sector, as amended by Regulation of the Government No. 52 of 2023 (collectively referred to as “ Regulation 26/2021 ”).
