Since ratifying the 1974 International Convention on the Safety of Life at Sea and its various amendments (“ SOLAS Convention ”) in 1980, Indonesia has been keeping abreast of international safety standards through the issuance of various regulations relating to the safety and security of ships. Now, in an effort to further establish a comprehensive and integrated regulatory framework that specifically addresses the safety of life at sea, [1] the Minister of Transportation (“ Minister ”) has issued Regulation No. 11 of 2023 (“ Regulation 11/2023 ”) on the Implementation of the SOLAS Convention and Its Various Amendments, which came into force on 18 April 2023.
