Strategic Minerals Overhauled: Ferro-Alloy Exports Centralized Under BUMN with Strict Exemption Criteria Applying

The Minister of Trade (“ Minister ”) has issued Regulation No. 17 of 2026 (“ Regulation 17/2026 ”) on Export Policies and Arrangements for the Strategic Natural Resource Commodity of Ferro Alloys (Paduan Besi). The enforcement of Regulation 17/2026 has resulted in the repeal and replacement of various the provisions on requirements and information relating to Surveyors’ Reports (Laporan Surveyor– “ LS ”) [1] for ferro-alloy exports, as originally set out under Regulation of the Minister No. 23 of 2023 on Export Policies and Arrangements, as amended several times, most recently by the Regulation of the Minister No. 12 of 2026 (collectively referred to as “ Regulation 23/2023 ”).
