Stricter Air Pollution Framework Established: Industrial Estates Face New Reporting Obligations and Potential Emergency Shutdowns

The Minister of Environment/Head of Environmental Control Agency (“ Minister ”) has issued Regulation No. 5 of 2026 on Planning for the Protection and Management of Air Quality (“ Regulation 5/2026 ”), which introduces mandatory planning and strict emergency response thresholds for air pollution. [1] Regulation 5/2026 has now officially repealed and replaced the previous framework of Regulation of the State Minister of Environment No. 12 of 2010 on the Implementation of Air Pollution Controls in National Regions (“ Regulation 12/2010 ”).
