The Minister of Environment and Forestry (“ Minister ”) recently issued Regulation on Procedures for the Granting and Expansion of Working Areas and the Extension of Timber-Forest Product Utilization Licenses for Natural Forest, Timber-Forest Product Utilization Licenses for Restored Ecosystems and Timber-Forest Product Utilization Licenses for Industrial Plants in Production-Forest Areas (“ Regulation 28/2018 ”) in order to accommodate the implementation of the new Online Single Submission (“ OSS ”) system, as mandated under Regulation of the Government on Electronically Integrated Business Licensing Services (“ Regulation 24/2018 ”). [1] Regulation 28/2018 aims to simplify the licensing process for Timber-Forest Product Utilization Permits (“ IUPHHK ”) in areas of natural forest (“ IUPHHK-HA ”) and in areas of industrial plantation forest (“ IUPHHK-HTI ”), as well as for the purpose of ecosystem restoration (“ IUPHHK-RE ”) and for the expansion of working areas through the OSS system.Regulation 28/2018 sets out various provisions which specifically address the following matters:
