The Indonesian Government is currently targeting agrarian reform (reforma agraria- “ RA ”) under its National Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Nasional/RPJMN) during the 2019 - 2024 period. Said reform encompasses land totaling approximately nine million hectares in area and involves the legalization and redistribution of land assets of up to 4.9 hectares each. In order to achieve these goals, the government has now updated the legal framework for RA through the issuance of Regulation of the President No. 62 of 2023 (“ Regulation 62/2023 ”) [1] , which has been in force since 3 October 2023. Regulation 62/2023 simultaneously repeals and replaces the previous legal frameworks on RA, as set out under the following Regulations of the President (collectively referred to as “ Previous Regulations ”):
