In 2021, the government issued Regulation No. 29 of 2021 on the Organization of the Trade Sector (“ Regulation 29/2021 ”) as an implementing framework to Law No. 11 of 2020 on Job Creation. Broadly speaking, Regulation 29/2021 addresses various matters that specifically relate to the trade sector, including import and export policies, as well as various controls, the distribution of goods, trade facilities and legal metrology. [1] However, in an effort to enhance efficiency within these areas and to ensure consistency with the newer framework of Regulation of the Government No. 28 of 2025 on the Organization of Risk-Based Business Licensing, the government has now decided to amend Regulation 29/2021 through the issuance of Regulation No. 3 of 2026 (“ Amendment ”), which officially came into force on 15 January 2026.
