Expected to become a major catalyst for the Indonesian economy and to create many new job opportunities, specifically within the infrastructure sector, the introduction of Law No. 3 of 2022 on the National Capital, which was later amended by Law No. 21 of 2023 (collectively referred to as “ Law 3/2022 ”), has served to facilitate such initiatives through the provision of facilities and incentives to business actors who wish to engage in business activities within the new Capital City of Nusantara (Ibu Kota Nusantara- “ IKN ”). [1] This is especially crucial at present as, at the time of writing, the current state of play is that IKN still lacks much in the way of basic facilities and infrastructure, including electricity and drinking water.
