In an effort to improve the overall quality of public services, as well as to simplify and ensure the effectiveness and efficiency of bureaucracy during the delivery of public services relating to sea transportation through the use of an electronic system, the Minister of Transportation (“ Minister ”) has issued Regulation No. 19 of 2024 on the Provision of Public Services for Sea Transportation Through an Integrated Electronic Maritime System (“ Regulation 19/2024 ”), which has been in force since 23 September 2024. [1] In essence, Regulation 19/2024 introduces the use of an integrated electronic maritime system (Sistem Elektronik Perhubungan Laut Terintegrasi– “ SEHATI ”), which is managed and operated by the Directorate-General of Sea Transportation (“ Directorate-General ”) and which will be used to provide sea transportation-related public services.
