Updated Carbon Exchange Framework Commences: SRUK Transition and Expanded Eligibility for Non-SPE GRK Listings

The Board of Commissioners of Financial Services Authority (Otoritas Jasa Keuangan– “ OJK ”) has issued Regulation No. 6 of 2026 on Procedures for the Organization of Carbon Trading through the Carbon Exchange (" Regulation 6/2026 "), which has simultaneously revoked the previous Circular of the OJK No. 12/SEOJK.04/2023 (" Circular 12/2023 "). [1] This new framework modifies the compliance threshold for Carbon Exchange Organizers (Penyelenggara Bursa Karbon– “ PBK ”), expanding the scope of tradable carbon unit in PBK, shifting the national registry reference to the Carbon Unit Registry System (Sistem Registri Unit Karbon– “ SRUK ”), as well as refining capital and governance administrative proofs.
