In an effort to maintain the diversity of animals and their ecosystems, both within (in situ) and outside (ex situ) of their natural habitats, the Minister of Environment and Forestry (“ Minister ”) has decided to introduce a mechanism for the rescue of animal species (“ Rescues ”) through the issuance of Regulation No. 17 of 2024 (“ Regulation 17/2024 ”), which has been in force since 15 October 2024. [1] Upon its enforcement, Regulation 17/2024 repealed and replaced various provisions that specifically addressed Rescues and that were outlined under the framework of Regulation of the Minister of Forestry No. P.48/MENHUT-II/2008 on Guidelines for the Mitigation of Conflicts Between Humans and Wild Animals, as amended by Regulation of the Minister of Forestry No. P.53/MENHUT-II/2014 (collectively referred to as “ Regulation 48/2008 ”).
