
Amid a Flood of Business Complaints, Government Considers Revising Permen LH 22/2025

The Ministry of Environment (“KLH”) is considering revising Regulation of the Minister of Environment No. 22 of 2025 (“Permen LH 22/2025”) on the Authority to Issue Environmental Approval (“PL”). The proposal was announced by the Minister of Environment, Mohammad Jumhur Hidayat, following complaints received from the business actors regarding the implementation of the regulation.
Jumhur stated that business actors have raised concerns over the provision in Permen LH 22/2025 that centralizes the authority to issue Environmental Approvals with the central government. According to the business them, the policy has resulted in a backlog of applications and may impede economic growth. “We will discuss the matter internally and, if the regulation is found to be hindering economic growth, we will revise the Permen,” Jumhur said.
He further stated that the Ministry would promptly undertake an internal review and assessment of the regulation. According to Jumhur, the Government will amend the regulation if it is found to have caused issues in its implementation.
Jumhur emphasized that environmental protection should not become an obstacle to economic activity. According to him, the bureaucracy should facilitate investment by ensuring that environmental protection measures are reasonable and do not impose unnecessary burdens.
