The Ministry of Agrarian Affairs and Spatial Planning (Agraria dan Tata Ruang – “ATR”)/National Land Agency (Badan Pertanahan Nasional – “BPN”) plans to facilitate spatial utilization license for energy development. One of the measures is by issuing a Spatial Utilization Activity Conformity (Kesesuaian Kegiatan Pemanfaatan Ruang – “KKPR”) as a basis for processing licensing.
“Accordingly, the process of adjusting spatial utilization as well as resolving land-related aspects can be carried out more quickly and in a coordinated manner,” said Nusron Wahid, Minister of ATR/Head of BPN.
KKPR is required to ensure that the location used is in accordance with the spatial plan (Rencana Tata Ruang – “RTR”) and to prevent misuse of land. ATR/BPN will also prepare potential land sourced from Right-to-Cultivate (Hak Guna Usaha – “HGU”) and Right-to-Build (Hak Guna Bangunan – “HGB”) that are not extended.
Nationally, the potential land that can be utilized to support the development of energy security infrastructure is estimated to reach 849,000 hectares.
