
BAPETEN Finalizes Regulations on Financial Guarantees for the Importation of Radioactive Substances

The Nuclear Energy Regulatory Agency (“BAPETEN”) is currently finalizing regulations on financial guarantees for importers of radioactive substances. BAPETEN Associate Radiation Inspector Fatimah Zahrawati stated that BAPETEN is preparing more detailed technical provisions concerning the policy.
“With regard to the financial guarantee, it is currently still under internal consideration by BAPETEN,” she said.
This regulation is intended to ensure that every imported radioactive substance can be returned to its country of origin or to the manufacturer once it is no longer in use, thereby avoiding placing an additional burden on waste management facilities in Indonesia. The financial guarantee may take the form of a certificate of deposit, a bank guarantee, or other documents in accordance with the provisions of laws and regulations. The importer bears full responsibility pursuant to a binding agreement with the original manufacturer and the end user.
Through this regulation, BAPETEN emphasizes that the business of importing radioactive substances constitutes a long-term commitment. Business actors must to comprehensively prioritize radiation safety throughout the entire lifecycle of the source, from the beginning of its use through the end of its service life (cradle to grave).
