The Ministry of Investment and Downstream Industry/Investment Coordinating Board (“BKPM”) is currently preparing a Ministerial Regulation as an implementing regulation of the Draft Presidential Regulation (“RPerpres”) amending Presidential Regulation No. 16 of 2012 on the General Investment Plan (Rencana Umum Penanaman Modal – “RUPM”) for 2025–2045, which is currently being finalized.
“The RPerpres on RUPM is still being finalized by the President. Meanwhile, we are currently drafting its implementing Regulation for regencies/municipalities,” Deputy for Investment Planning at BKPM Ichsan Zulkarnaen told Hukumonline.
Ichsan explained that the Regulation will regulate the implementation of RUPM at the regency/municipal level, including investment development plans tailored to the potential and capacity of each region. Nevertheless, regional governments must continue to refer to the policy directions stipulated in the Presidential Regulation to ensure that the implementation of RUPM at the regional level remains aligned with national policies.
The latest RUPM will be directed toward promoting more inclusive investment and increasing added value through downstream industrial development. In addition, the government will prioritize investment in high-technology sectors, including data centers, artificial intelligence, semiconductors, and the development of the electric vehicle ecosystem.
