BMKG Drafts Two New Regulations on the Implementation of Weather Modification

The Government is currently formulating two draft regulations within the Meteorology, Climatology, and Geophysics Agency (“ BMKG ”) on weather modification. These new regulations cover the procedures for obtaining a registration certificate for weather-modification operators, as well as guidelines for supervising the implementation of weather-modification activities.

“The two new regulations are currently still undergoing revisions following the harmonization process at the Ministry of Law,” said the Deputy for Weather Modification at BMKG, Tri Handoko Seto, to Hukumonline.

The first draft regulation on the Registration Certificate for Weather-Modification Operators, which governs administrative requirements, verification procedures, the assessment of seeding-material delivery platforms, as well as the mechanisms for extending and renewing permits. This regulation ensures that only legal entities that meet standards of legality, operational feasibility, and accountable governance may carry out weather-modification operations.

Meanwhile, the second regulation contains the Guidelines for Supervising the Implementation of Weather Modification, which establish the supervision workflow, inspection procedures, issuance of technical recommendations, and preparation of final reports. These guidelines reinforce BMKG’s role in ensuring operator compliance and allow for intervention where potential risks to the environment, safety, or other parties are identified.
