The government is currently preparing Draft Regulation of the President (“Draft Regulation”) on the National Agrarian Reform Agency (“BRAN”). This Draft Regulation is a derivative regulation of the Agrarian Reform Law, which was passed by Parliament in September 2026.

This draft regulation will govern BRAN’s functions as the implementing agency for agrarian reform, ranging from receiving complaints, conducting factual and legal verification, and mediation, to issuing enforcement decisions.

“The resolution of conflicts and the agrarian reform process, from planning to completion, will be conducted by BRAN,” said Deputy Minister of Agrarian Affairs and Spatial Planning/National Land Agency (“ATR/BPN”) Ossy Darmawan.

Ossy stated that in implementing agrarian reform, his ministry will carry out administrative functions based on BRAN’s decisions, including the issuance of legal documentation for land rights that have been established through decisions on land redistribution or access restructuring.

“ATR/BPN will act as the official stamping authority once BRAN has decided on land redistribution or access restructuring. We will issue legal documentation for the land rights established by BRAN,” said Ossy.
