Member of Commission IV of the House of Representatives (Dewan Perwakilan Rakyat – “DPR”), Riyono stated that it is necessary to reform the National Logistics System in the revision of Law No. 18 of 2012 on Food ("Law 18/2012"). One of them is the merger of the two agencies.
"We want to strengthen the National Logistics System. Currently, there is the Bureau of Logistics (Badan Urusan Logistik – “Bulog”) and the National Food Agency (Badan Pangan Nasional – “Bapanas”), that are essentially a single entity but somewhat inefficient," he told Hukumonline.
This merger aims to prevent losses in each agency, as Bulog has a technical function, while Bapanas has a strategic function.
"If possible, these could be merged to form a stronger agency directly under the President. Then, strategic policies can be issued, and there would be an executor," Riyono added.
The arrangement of the logistics system is expected to facilitate the distribution of goods, enhance national competitiveness, and promote public welfare.
