Contents of the Draft Perpres on High-Speed Rail Funding

High-speed rail funding will be revised through the Draft Regulation of the President on National High-Speed Rail Committee. The government is reviewing the allocation of funding shares between the State Revenue and Expenditure Budget (“ APBN ”) and private business entities.

“The share of the APBN and private business entities is currently being calculated. There are many elements to consider, and there are also regulations that must be followed,” said an official from the Coordinating Ministry for Infrastructure and Regional Development in an interview with Hukumonline.

The substance of Draft Regulation of the President on high-speed rail includes the establishment of thematic task forces, the regulation of funding and evaluation mechanisms, and the submission of periodic reports to the President. This regulation also governs the transfer of responsibilities from the Jakarta–Bandung High-Speed Rail Committee to the National Committee.
