The Ministry of Finance (“MoF”) is currently preparing updates to customs procedures on the Transit of Transshipment of imported or exported goods, as regulated in Regulation of the Minister of Finance No. 216/PMK.04/2019 on Transit or Transshipment of Imported or Exported Goods (“Regulation  216/2019”). This regulatory update is aimed at strengthening the digitalization of the system and the application of risk management in customs supervision.

“The changes are made to improve services while strengthening national security in addressing the complexities of modern logistics in the customs zone,” said an Expert of Legal and Institutional Relations at the Ministry of Finance, who declined to be named, to Hukumonline.

Based on the Draft Regulation of the Minister of Finance of 2026 on Transit or Transshipment of Imported or Exported Goods (“2026 Draft Regulation”), one of the most fundamental changes is the strengthened use of the Computerized Service System (“SKP”) as the primary medium for submitting customs declarations, applications, and approval processes. In fact, this system is designed to be integrated with the National Logistic Ecosystem (“NLE”).

“Discussions and harmonization among Ministries/Institutions have already begun,” he added.
