The government is currently drafting a revision to Law No. 28 of 2014 on Copyright (Copyright Law). The revision aims to address new challenges in digital technology development, such as the increasing integration of Artificial Intelligence (AI) into daily life.

“We believe this cannot be handled by just one ministry, as the challenge is significant. Therefore, along with the Copyright Law revision, our efforts through parliament can also be utilized,” said Secretary-General of the Ministry of Communication and Digital Economy (Komdigi), Mira Tayyiba.

The Directorate General of Intellectual Property (DJKI) of the Ministry of Law has confirmed the drafting of the proposed changes to the Copyright Law, including a reinterpretation of copyright concepts in the digital context, focusing on content integrity protection and attribution rights on content-sharing platforms.

“It is still in progress, including provisions regulating AI. However, the key aspects of the Copyright Law revision are awaiting proposals from the House of Representatives (DPR),” said a DJKI staff member who declined to be named.

The Draft Law on Amendments to Law No. 28 of 2014 on Copyright is part of the National Legislation Program for the 2025-2029 period. The bill is an initiative from Commission X of the DPR, following a Constitutional Court ruling that prohibits digital platforms based on User Generated Content (UGC) from allowing the sale, display, or reproduction of copyright-infringing content.
