Division of Authority for Issuing KKPR: Ministry of ATR/BPN Revises Regulation 13/2021

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (“ATR/BPN”) is currently revising Regulation of the Minister of ATR/BPN No. 13 of 2021 on the Implementation of Spatial Utilization Conformity and the Synchronization of Spatial Utilization Programs (“PermenATR/BPN 13/2021”) to align it with Government Regulation No. 21 of 2021 on Spatial Planning Implementation (“PP 21/2021”), which is also undergoing revision.  

Prasetyo Wiranto, Director of Spatial Utilization Synchronization at the Ministry of ATR/BPN, explained that the revision is intended to adjust the division of authority between the central and regional governments for issuing Spatial Utilization Conformity (Kesesuaian Kegiatan Pemanfaatan Ruang – “KKPR”). 

“With respect to the division of authority between the central and regional governments, adjustments are currently being made to the system. The process is still ongoing in parallel with the revisions to PermenATR/BPN 13/2021 and PP 21/2021,” he said.

He further explained that the regulatory amendments are a follow-up to the evaluation of the Spatial Utilization Conformity Approval (Persetujuan Kesesuaian Kegiatan Pemanfaatan Ruang – “PKKPR”) assessment process conducted over the past five years. The findings of the evaluation have been incorporated into the proposed regulatory revisions to improve the quality of public services.
