DJBC Simplifies Regulations on the Implementation of Bonded Zones

The Directorate General of Customs and Excise (Direktorat Jenderal Bea dan Cukai – “DJBC”) of the Ministry of Finance is preparing a Draft Regulation of the Minister of Finance on Amendment to Regulation of the Minister of Finance Number 131/PMK.04/2018 on Bonded Zones (“Draft Regulation”). The drafting of this regulation is the result of evaluation of the implementation of Regulation of the Minister of Finance No. 65/PMK.04/2021 of 2021 on Amendment to Regulation of the Minister of Finance Number 131/PMK.04/2018 on Bonded Zones (“Regulation 65/2021”).

“In its implementation, several obstacles were identified that need to be addressed, such as the regulations regarding the sale of production results by companies that receive Bonded Zone (Kawasan Berikat – “KB”) facilities to Other Places Within the Customs Area (Tempat Lain Dalam Daerah Pabean – “TLDDP”),” said Padmoyo Tri Wikanto, the Director of Customs Facilities at DJBC, to Hukumonline.

Additionally, the Functional Supervisory Officers (Aparat Pengawas Fungsional/APF) have identified several aspects that need improvement in the service and supervision mechanisms for companies receiving KB facilities. This measure is expected to further strengthen the investment climate and the competitiveness of national industry. Therefore, more adaptive and effective policies are needed to support the industrial ecosystem based on bonded zones in Indonesia.

“It is currently being discussed collaboratively among ministries and agencies,” he concluded.
