The Directorate General of Intellectual Property (Direktorat Jenderal Kekayaan Intelektual - “DJKI”) is preparing a Draft Regulation of the Minister of Law (“RPermenkum”) on the governance of the copyright and royalty ecosystem. The regulation is intended to strengthen royalty management governance across various creative sectors, particularly in terms of data validity, transparency, and accountability.
The Director General of Intellectual Property, Hermansyah Siregar, stated that the preparation of the regulatory framework is based on the findings of a study conducted by Koalisi Seni on the development of the copyright ecosystem across several sectors.
According to him, the experience gained from music royalty management can provide valuable lessons in establishing better royalty governance across various types of copyrighted works.
“Drawing on the experience of music royalty management provides important lessons for strengthening governance, data validity, transparency, and accountability across each creative sector, while continuing to observe the applicable laws and regulations,” Hermansyah told Hukumonline.
Hermansyah added that DJKI considers input from Koalisi Seni and artists across various sectors to be an important basis for evaluating and refining copyright policies. The involvement of various stakeholders is necessary to ensure that the regulations being developed are not merely focused on administrative aspects, but also provide legal certainty and strengthen the protection of creators’ economic rights.
