DKI Jakarta Provincial Government Refines SOP for Demarcation of City Plan Boundaries

The Provincial Government of the Special Capital Region of Jakarta (Pemerintah Provinsi Daerah Khusus Ibukota – “Pemprov DKI”) Jakarta is currently refining the Standard Operating Procedure (“SOP”) for the demarcation of city plan boundaries. The refinement is intended to ensure that spatial data governance in land acquisition is more accountable and integrated.

Dimas Yoga Rukmana, Head of the Region 1 Mapping and Measurement Implementation Unit of the Public Service Unit (Unit Pelayanan Publik – “UPP”) of the Office of Human Settlements, Spatial Planning, and Land Affairs (Dinas Cipta Karya, Tata Ruang, dan Pertanahan – “DCKTRP”), explained that the refinement of the SOP aims to strengthen the technical coordination flow between Pemprov DKI Jakarta, Ministry of Public Works (Pekerjaan Umum – “PU”), and the National Land Agency (Badan Pertanahan Nasional – “BPN”). “We already have the procedure, which we are currently refining through the refinement of the SOP,” he explained.

The demarcation of land and building boundaries in the field refers to the location determination map issued by the Governor of DKI Jakarta, such as for the national strategic project of the Harbor Road toll road. Under the process, the UPP technical team carries out physical boundary marking in the field with direct assistance from representatives of the Ministry of PU.

The results of the demarcation are subsequently submitted to BPN as the official basis for the issuance of the Land Parcel Map before the land acquisition stages proceed.
