A member of Commission IV of the House of Representatives of the Republic of Indonesia (“DPR RI”), Daniel Johan, has proposed drafting a law on carbon to ensure Indonesia’s sovereignty in carbon trading. Presidential Regulation (“Perpres”) No. 110 of 2025 on the Implementation of Carbon Economic Value Instruments and National Greenhouse Gas Emission Control (“Perpres 110/2025”) is considered insufficient.
“Carbon is the future, and Indonesia’s carbon resources are among the world’s strengths. It must be regulated by law,” Daniel told Hukumonline.
Perpres 110/2025 is viewed as not strong enough to regulate the domestic carbon trading system, as it still depends on international non-profit organization such as Verra.
“We are pushing for sovereignty so that we can determine the value ourselves and not have it determined by foreign parties. But currently, we cannot set the value because there is no law,” Daniel said.
