Ministry of Transportation is preparing a Draft Regulation of the President on the Strengthening of National Logistics, which includes azero over-dimension and overloading(“ ODOL ”) policy—prohibiting vehicles that exceed prescribed dimensions and load capacities.
Member of Commission V of DPR, Mori Hanafi, stated that the draft regulation may include additional charges for commercial vehicles that exceed capacity.
“On toll roads, they may be permitted to pass, but with the condition that vehicles which are overloaded or over-dimensioned could be subject to different tariffs. The tariffs would be higher,” he said in an interview with Hukumonline.
Another proposal is that the draft regulation may update the permissible vehicle dimensions and load limits. Currently, load limits are determined based on the Allowed Weight (Jumlah Berat yang Diizinkan– “ JBI ”) or Allowed Combined Weight (Jumlah Berat Kombinasi yang Diizinkan– “ JBKB ”), which depend on the vehicle’s axle configuration and the class of road traveled.
“In my opinion, it can be divided. Vehicles travelling on national roads may have a maximum weight of 20 tons, while those using toll roads could possibly be allowed to increase up to 30-35 tons,” Mori stated.
