
Draft Bill on Statistics Clarifies the Role of Data Providers

The Government, together with the House of Representatives of the Republic of Indonesia (“DPR RI”), is currently deliberating the Draft Bill on Statistic (“Statistic RUU”) amending Law No. 16 of 1997 on Statistics (“Law 16/1997”), which aims to achieve national data integration. One of the key rationales for this regulation is to provide legal certainty for all statistical providers, ranging from individuals and private entities to government institutions.
“Sound development always begins with sound data. When data are generated using proper and accurate methodologies, policies will be more effectively targeted,” stated Rachmat Pambudy, the Minister of National Development Planning/Head of the National Development Planning Agency (“PPN/Head of Bappenas”).
The RUU will also regulate the scope of roles and authorities of statistical providers, including the formulation of methodological guidelines to be used as references in data collection and processing. In addition, the regulation is expected to strengthen coordination among stakeholders within the national statistical ecosystem.
Meanwhile, the Vice Chairperson of Commission X of the DPR RI, Lalu Hadrian Irfani, considers that the Statistics RUU will serve as a juridical basis for decision-making based on accurate and accountable data. “We will formulate various substantive agreements between the DPR RI and the Government,” Lalu stated.
