Draft Bill on Tapera is Integrated into the Omnibus Law on Housing and Residential Areas

The Government plans to integrate the revision of Law (“ RUU ”) No. 4 of 2016 on Public Housing Savings (“ Tapera ”) into the Omnibus Law on Housing and Residential Areas, namely Law No. 1 of 2011 on Housing and Residential Areas (“ Law 1/2011 ”) and Law No. 20 of 2011 on Multi Story Housing (“ Law 20/2011 ”), each of which has been amended by Regulation of the Government in Lieu of Law No. 2 of 2022 on Job Creation. This measure was undertaken to simplify and harmonize regulations in the housing sector.

“The revision of the Tapera Law will be integrated into the drafting of the Omnibus Law on Housing and Residential Areas, which is led by the Ministry of Housing and Residential Areas (Perumahan dan Kawasan Permukiman- “ PKP ”),” said Heru Pudyo Nugroho, Commissioner of the Tapera Management Agency (“ BP Tapera ”), in an interview with Hukumonline.

Through this integration, the Government expects that the regulation of Tapera will be more effectively targeted and will no longer create confusion for Business Actors, particularly Housing Developers. At present, the drafting of the Omnibus Law on Housing and Residential Areas remains at the stage of preparing the academic paper.
