Draft Permen on the Amendment of Housing Financing Rules

The government is finalizing regulations on housing financing for Low-Income Communities (Masyarakat Berpenghasilan Rendah- “ MBR ”). This regulation will be set forth in the Draft Regulation of the Minister (Rancangan Peraturan Menteri-“ RPM ”) of Housing and Settlement Areas (“ PKP ”) on Amendment to Regulation of the Minister of PKP No. 9 of 2025 on Facilitation and Assistance for Housing Financing for Low-Income Communities (“ Permen PKP 9/2025 ”).

“We invite the entire housing ecosystem to provide input so that this Permen is fully developed both technically and legally,” said Minister of PKP Maruarar Sirait.

The harmonization of several provisions includes housing credit or financing schemes, the provision of housing financing subsidies, as well as further regulation regarding the implementation mechanisms for financing assistance through various instruments such as the Housing Financing Liquidity Facility (Fasilitas Likuiditas Pembiayaan Perumahan-“ FLPP ”) and Down Payment Assistance Subsidy (Subsidi Bantuan Uang Muka- “ SBUM ”). The regulatory amendments also cover aspects of implementation, control, and the issuance of technical guidelines.
