The Government is finalizing the substance of a Draft Presidential Regulation (“Perpres”) on Health Insurance. One of the key aspects concerns the mechanism for cooperation with healthcare facilities, including the transition from a tiered referral system to a competency-based referral system.
“There will be a transition period for shifting from a tiered referral system to a competency-based referral system,” said Azhar Jaya, Director General of Advanced Healthcare Services, to Hukumonline.
The change in the referral system is intended to improve cost efficiency by reducing patient transfers between hospitals. The Ministry of Health is also accelerating the implementation of the Standard Inpatient Class (Kelas Rawat Inap Standar – “KRIS”) in referral hospitals. Hospitals are given a one-year transition period to meet the required facilities and infrastructure standards.
The Draft Presidential Regulation on Health Insurance also revises provisions on membership, contributions, and health insurance benefits. These matters are being further discussed with the Social Security Organizing Agency (“BPJS”) for Health.
