Draft Regulation of the Government on Fisheries Will Regulate Conservation-Impact Areas

The Ministry of Marine Affairs and Fisheries (KKP) is currently drafting an amendment to Regulation of the Government (PP) No. 60 of 2007 (“PP 60/2007”) on the Conservation of Fishery Resources (“RPP KSDI”). The Head of Legal Bureau at KKP, Effin Martiana, stated that they are in the process of finalizing the provisions related to Conservation-Impact Areas (“KBK”) under the RPP.

Effin explained that KBK are zones outside formal conservation areas in marine waters, coastal regions, and small islands that are maintained in their ecological condition and managed to support conservation functions. An ecosystem can be registered as KBK if it meets all of the following criteria: 1) Managed and utilized by a specific party; 2) Has the potential to provide long-term conservation benefits; 3) Has ecosystem functions and supports other sectors (cultural, spiritual, socio-economic, and others).

“These are areas outside designated conservation areas in marine waters, coastal regions, and small islands that are maintained in their ecological condition and managed to support conservation functions,” she said. Effin also confirmed that this new policy will not only be regulated through a PP, but also through a Ministerial Regulation.
